A WebEOC alternative built for small counties

WebEOC, Veoci, and D4H are capable platforms for jurisdictions with the budget and staff to run them. Every claim here is sourced from vendor documentation and public procurement records. If we've got something wrong or out of date, tell us and we'll fix it.

The market jumps from "nothing" to five figures. RuralEOC fills the gap.

RuralEOC is in pilot, so our own column is labeled by build stage, the same standard we hold everyone else to.

When WebEOC is the right choice

WebEOC is the de facto standard for state emergency management agencies and large urban counties, and that network effect is real: if your state runs WebEOC, Juvare Exchange can feed your incident data directly into the state's common operating picture. Jurisdictions with a dedicated EOC administrator, a five-figure software budget, and complex multi-agency workflows will get value from its deep board customization and premium modules that RuralEOC doesn't attempt to replicate.

RuralEOC is built for the counties on the other side of that line: one part-time emergency manager, no IT department, and a budget closer to $100 a month than $1,000. We aim for 20% of WebEOC's features: the 20% a two-person emergency management office actually uses, at roughly 1% of the cost.
